I'm pretty sure the best time to go is sometime from December to April. But I'm not 100% sure on that. Regarding the island itself, it's one of the coolest and fun trips I've ever been on. It's a low key paradise with unreal scuba diving. In my opinion, the best place to stay is West End Village. It's by far the most fun part of town with plenty of tiki bars and dive shops. I would recommend staying at Georphis Tropical Hideaway. Such a cool place with a bunch of houses and cabins tucked back in the jungle about 50 yard from the ocean. You can walk to all the dive shops and bars/restaurants in 5 minutes. If you do stay the make sure you check out Sundowners Beach Bar. It's a very cool hang out right on half moon bay and has unreal sunsets.
If you want more of a pure beach vacation to just lounge, the nicer more pampered part of the island is West Bay. More hotels and what not. However, if you want more of a Roatan " experience", definitely stay in West End.
If you're diving, i highly recommend West End Shop.. People are really cool and they do a great job.
Cant say enough good things about this place. The people are great, food is great, unreal diving, literally paradise, and there are people there from all over the world. And once you spend the money on the flight its extremely affordable. Lodging will run you 10 to 25 dollars per night ( at least at Georphi's).
